Job Description
Responsibilities:
FM Solution Architecture & Design
Accountable for supporting the design of integrated Facilities Management solutions covering Hard and Soft FM services, aligned to client requirements, service scope, asset criticality, and contract objectives.
Lead and support bottom-up solution development for Hard and Soft FM service models, including detailed manpower build-ups, shift patterns, skill mix, and supervision structures, based on asset registers, service frequencies, statutory requirements, and operational risk.
Develop and benchmark FM service delivery models against industry best practice, market norms, and comparable contracts, ensuring solutions are operationally robust, compliant, cost-effective, and scalable across diverse asset portfolios and operating environments.
Define and evaluate subcontractor strategies for specialist Hard and Soft FM services, including scope definition, performance requirements, integration into the overall operating model, and alignment with commercial and risk assumptions.
Developing benchmarking models, competitive solution analysis and cost effectiveness.
Bid & Proposal Development
Accountable for the development, coordination, and quality assurance of bid submissions from PQQ/RFI through to final tender submission, ensuring clarity, compliance, and competitiveness.
Ensure submissions clearly articulate Client’s FM operating model, Hard and Soft service methodologies, mobilization and transition approach, resourcing strategy, and value proposition, supported by data-driven assumptions and benchmarking.
Contribute to solution narratives that demonstrate service resilience, lifecycle value, innovation, and continuous improvement across both Hard and Soft FM disciplines.
Quality & Compliance Management
Own the quality, structure, and consistency of FM technical submissions, ensuring full compliance with client instructions, evaluation criteria, statutory obligations, and internal governance requirements.
Ensure clear alignment between technical solutioning, manpower models, subcontractor assumptions, and the commercial and financial components of the bid, minimizing delivery and margin risk.
Required Skills
Bachelor’s degree in engineering, Facilities Management, Construction Management, Business Management, or a related discipline.
Demonstrable experience in FM solution design, bid management, or proposal support roles (typically 3–6 years, depending on seniority).
Strong proficiency in MS Office applications (Word, Excel, PowerPoint), particularly for solution modelling, documentation, and presentations.
Professional certifications such as IFMA, BIFM/IWFM, PMP, or equivalent (desirable but not mandatory).
Knowledge of CAFM/CMMS systems and digital FM tools (desirable).
Strong understanding of Hard and Soft Facilities Management service delivery models, including MEP maintenance, asset management, cleaning, security, landscaping, waste management, and specialist subcontracted services.
Ability to develop bottom-up FM solutions, including manpower build-ups, shift models, skill mix, supervision ratios, and service frequencies based on asset data and service scope.
Experience supporting FM bid and proposal development across PQQs, RFIs, RFPs, and ITTs.
Competence in interpreting technical specifications, asset registers, drawings, and scopes of work to develop compliant FM solutions.
Ability to support mobilization and transition planning, including TUPE/employee transfer considerations, onboarding, training, and readiness planning.
Working knowledge of KPIs, SLAs, performance management frameworks, and continuous improvement models within FM contracts.
Understanding of subcontractor solutioning, including scope definition, integration into service models, and performance management.
Ability to benchmark FM solutions against market standards, industry best practice, and comparable contracts to ensure competitiveness and robustness.
Proficiency in bid portals, document control, version management, and compliance matrices.
