Job Description

Responsibilities:

System ownership and administration

Own IBM Maximo as the contract system of record for assets, work orders, planned preventive maintenance (PPM), stores, and subcontractor activity.

Configure applications, domains, security groups, person records, work types, priorities, workflows, and escalations to match the contract operating model.

Manage releases, patches, environments and change control with the client information technology team and CBRE Digital and Technology.

Control user access, licences and data privacy in line with CBRE policy and Saudi data regulations.

Asset data and hierarchy

Build and maintain the asset register and location hierarchy to an agreed taxonomy across prayer halls, the mataf and circumambulation areas, courtyards, expansion buildings, basements, ablution and restroom blocks, tunnels and service corridors.

Cover the critical systems in full: district cooling and air handling, electrical distribution and standby generation, water and Zamzam distribution, drainage, fire detection and suppression, escalators, lifts and travelators, public address and crowd management systems, lighting, and building management controls.

Run asset verification and barcode or QR tagging campaigns; reconcile site surveys against handover documentation and operations and maintenance manuals.

Enforce data quality: naming conventions, criticality ratings, warranty and defect liability dates, spares links and parent to child relationships.

Maintenance regime

Build the PPM library from statutory requirements, original equipment manufacturer (OEM) recommendations and SFG20 or an agreed equivalent.

Schedule maintenance around prayer times, Friday congregation, Ramadan, Hajj and Umrah peaks, and client access restrictions, so intrusive work happens in the narrow windows available.

Set up job plans, task lists, safety plans, permits, and labor and material estimates, with the access and dress protocols the site requires built into the work instruction.

Manage the reactive workflow end to end helpdesk logging, prioritization, dispatch, response and rectification clocks, and closure quality.

Protect availability of critical and life safety assets with condition monitoring, redundancy checks, and pre-season readiness campaigns.

Reporting and analytics

Produce daily, weekly, and monthly performance reporting: SLA achievement, PPM completion, backlog, first-time fix, critical asset availability and labour productivity.

Build reports and dashboards in Business Intelligence and Reporting Tools (BIRT), Cognos, or Power BI, and automate distribution.

Provide the audit trail behind the contractual payment mechanism, including any deductions or service credits.

Turn the data into recommendations: where to change frequencies, where to invest and which assets to replace before the next peak season.

Integration and mobile working

Deliver and support mobile working for technicians across a very large footprint, including offline capability in basements, tunnels, and plant rooms.

Manage interfaces with the building management system (BMS), energy metering, fire and life safety systems, finance and procurement, and client platforms using the Maximo Integration Framework (MIF) and application programming interfaces (APIs).

Work with the client digital team on any building information modelling (BIM), geographic information system, or digital twin linkage.

Mobilization and continuous improvement

Deliver the CAFM workstream of the mobilization plan: system build, data load, testing, user acceptance testing (UAT), go-live and hypercare, against the dates committed in the contract.

Track and escalate CAFM risks, dependencies, and client approvals; keep the account team sighted on anything that threatens a contractual milestone or a peak season readiness date.

People and stakeholders

Manage the CAFM team: set objectives, review performance, build capability and support Saudization targets through local hiring and development.

Train engineers, supervisors, and managers on the system; write and maintain standard operating procedures and user guides in English and Arabic.

Represent CAFM in client meetings, contract reviews, audits, and peak season readiness sessions.

Governance and compliance

Keep statutory and health, safety, and environment (HSE) records complete and auditable, including permits to work, isolation and contractor competency.

Support International Organization for Standardization (ISO) 41001, 9001, 14001 and 45001 audits, and client assurance reviews.

Respect the religious and cultural protocols of the site in every plan, work instruction, and supplier briefing.

Required Skills:

Bachelor’s degree in engineering, facilities management, information systems or a related discipline.

Eight to 12 years in facilities management operations, including five or more years owning a CAFM platform on a live contract.

Deep hands-on Maximo experience: Maximo Asset Management 7.6 and Maximo Application Suite (MAS) 8 or 9, Manage, Mobile, workflow, escalations, automation scripts, application designer and start centre configuration.

Structured query language (SQL) for data extraction, validation, and bulk loading; practical use of Migration Manager and Mx Loader.

Proven asset data migration and system build on a large, complex, multi-building site.

Experience of an integrated hard and soft services contract where payment is tied to SLAs and KPIs.

Reporting and dashboard delivery in BIRT, Cognos or Power BI.

Fluent written and spoken English, with the ability to hold a technical conversation with client engineers and a commercial one with client management.
